History of IPD
The establishment of the institute
The Institute for Professional Development of GBAO (IPD-GBAO) is a governmental
institution that was established in 1957 as a Teacher Training Institute. Its
current mandate is to provide full in-service teacher training and education
management support for primary and secondary school teachers in 320 schools of
Gorno-Badakshan Autonomous Oblast of Tajikistan.
IPD after the collapse of the Soviet Union
The collapse of the Soviet Union and the civil war in Tajikistan lead to the
decline in the social and economic life in Tajikistan. The IPD fell largely into
disrepair and disuse until its resurrection in 1996 when the Institute was
transformed into a methodological center, than in 1998 it became Professional
Development Centre with limited status and mandate. IPD's full revival came in
1999, with the recognition of the importance of the institute for the national
education reform project by the local government of GBAO and Tajikistan. The
GBAO-government enabled IPD to pursue activities as an independent institution
with the task of rejuvenating the regional education system.

Since 1996 IPD -GBAO began cooperation with Aga Khan Foundation (AKF). Together
IPD-GBAO and AKF have piloted education programs throughout the country
supporting grassroots improvements in schools and their communities, and
resuscitating and strengthening teacher training and education delivery systems.
The collaboration of both institutions over the past decade has led to the
intensive institutional growth of IPD as well as development of various programs
for primary and secondary education, institutional strengthening, curriculum
development and early childhood and parental education aimed at enhancement of
Education quality regionally and nationally.
IPD-GBAO today
Today, we are a stable, independent institution with the technical capacity to
administer a full array of education improvements. The IPD develops educators,
district level education leaders, parent committees and entire
'school-communities'. It is also actively engaged in mobilizing communities to
support their schools and in the preparation of a variety of curricular
resources, books, and teacher/learner resources. .
With the commencement of the implementation of the Improving Basic Education in
Tajikistan project, funded by AKF and USAID, IPD GBAO was engaged in the
development of the capacity and competencies of other education institutions in
Tajikistan. Currently under this project IPD GBAO specialists are developing the
technical and institutional capacity of two other IPDs in Tajikistan-Central IPD
located in Dushanbe, and Kulyab IPD located in Khatlon region, and contribute
greatly to the strengthening of Regional and District Education Departments (RED
and DEDs).

Administration
The administration team works to provide administrative support for the
implementation of program activities. They also develop and implement human
resource policies and ensure the effective utilization of personnel and
practices within the Institute.
The communication, reporting and monitoring section of the department
conducts monitoring and evaluation of the IPD program activities in order to
ensure the quality and effectiveness of provision of services by IPD as well as
promote efficient flow of internal and external reporting of the Institute. |
Primary Education
Provides professional development trainings for primary teachers introducing
them with application of interactive methodologies in the teaching and
learning practices at schools and other educational institutions. Engaged in
the development of teaching resources to enrich the National curriculum and
supports the teachers to overcome constrains the lack of teaching and
learning resources at primary level. |
Secondary Education
Deals with provision of professional development trainings for secondary
school teachers to enhance their content knowledge and skills in application
of interactive methodology in teaching secondary subjects. Additionally the
team works on the development of Curriculum resources including textbooks,
guidelines, manuals and other supplementary resources in Tajik and Russian
languages. |
Curriculum development
Deals with the development of supplementary curriculum resources -curriculum
enrichment frameworks for all the subjects within the national curriculum of
Tajikistan, focusing on incorporating interacting methodology, inquiry and
research in teaching and learning process. Moreover the department
specialists are engaged in conducting trainings for teachers on utilization
of these resources in the classroom practices. |
IPD Council
IPD council is a board comprising of education specialists members of
various education institutions within Gorno-Badakshan Autonomous Oblast of
Tajikistan, that have a status of overall supervision and consultancy
support regarding the implementation of IPD -GBAO activities and publication
of education resources. |
